Northwest Community Action Program, Inc. plans to implement an Early Head Start program to serve 48 families with children ages birth-three years. The
Northwest Early Head Start Program will be child centered family focused project that will promote healthy family functioning and strong community partnerships.
Northwest's Early Head Start program will:
Provide comprehensive educational, health, dental, nutritional, and mental health services to 48 infants and toddlers and pregnant women living in our four county service area;
Implement family-centered comprehensive family services that will promote healthy family relationships and assist families at achieving economic self-sufficiency;
Enhance community systems and to continue to develop networks that assist pregnant women, families with infants and toddlers access services to meet the needs of their family;
Provide services to families in a respectful, professional and high quality manner using well qualified, well compensated and highly trained staff;
Northwest Community Action's program will provide a comprehensive range of health, mental health, dental, educational, social and nutritional services to enroll families. Each family will work toward self - sufficiency by completing the Family Partnership Agreement, setting goals in working with program staff to achieve their goals.
Northwest will provide quality services to families in several ways. Services to enrolled families and pregnant women will include offering a weekly home visit with a professional trained in early childhood/health education and by weekly visits with a home visitor. Four times each month, families will attend the group's socialization experiences which will be parent meeting times to participate in training on a wide variety of topics such as child development, proper health and nutrition, self-esteem and community resources.
Additionally, services to families will be available through child care. Child care services will be provided to families who are working or are participating in job training or educational programs. Child care will be offered in Family Child Care homes or a center setting. The child care staff will work with parents to provide comprehensive Early Head Start services.
Northwest's Early Head Start proposal includes a 3 month dart-up period with costs of $152,919. Full services to children, families, and pregnant women would begin January 1,1999 in Roseau, Lake of the Woods, Marshall, and Kittson counties. Yearly cost of for fell services and administration of the program will be $393,192.
